曹保榆少将是中国人民解放军原总装备部科技委常务委员、博士生导师。杜仲胶因在航空航天、国防军工领域的特殊价值引起军方关注，他以装备专家身份深度参与杜仲产业活动，成为杜仲胶“军转民、民参军”双向应用的标志性推动者。
从2017年青州杜仲胶项目奠基、全国杜仲产业标准编制会议，到2018年杜仲胶全钢子午线轮胎成果鉴定、2019年杜仲产业创新联盟成立，再到2024年杜仲胶空气弹簧中试成果评审，他几乎出现在杜仲胶产业化每一个关键节点，持续为这一战略材料发声。

Military expert promoting Eucommia rubber applications from the perspective of national defense strategic materials
Story
Major General Cao Baoyu is a former Standing Committee member of the Science and Technology Commission of the PLA General Armaments Department and a doctoral supervisor. Eucommia rubber attracted military attention for its special value in aerospace and national defense applications, and as an armaments expert he became deeply involved in Eucommia industry activities, an iconic promoter of two-way 'military-to-civilian, civilian-to-military' application of Eucommia rubber.
From the 2017 groundbreaking of the Qingzhou Eucommia rubber project and the national Eucommia industry standards drafting meeting, to the 2018 appraisal of Eucommia rubber all-steel radial tires, the 2019 founding of the Eucommia industry innovation alliance, and the 2024 review of pilot-scale Eucommia rubber air spring achievements, he has been present at nearly every key node of Eucommia rubber industrialization, consistently advocating for this strategic material.
