向平华是湖南省慈利县龙潭河镇党委书记、全国人大代表。慈利是有名的“中国杜仲之乡”，他深知杜仲叶不能作为食品原料是卡住当地产业脖子的最大政策瓶颈，2017年3月在全国两会上正式建议国家食药监局把杜仲叶纳入药食同源管理。
他用一线数据说话：杜仲种植三年即可采叶，改良后每棵增产5公斤，每亩产值可达5760元，湖南全省杜仲资源33634公顷。这一建议与袁仲雪代表当年的杜仲胶提案、杜仲产业联盟的申报形成合力，2023年杜仲叶终于正式进入药食同源目录，印证了他的前瞻判断。

Story
Xiang Pinghua is Party Secretary of Longtanhe Town, Cili County, Hunan, and a deputy to the National People's Congress. Cili is the renowned 'Home of Eucommia in China,' and he knew well that the inability to use Eucommia leaves as food raw material was the biggest policy bottleneck strangling the local industry. In March 2017, at the national Two Sessions, he formally proposed that the China Food and Drug Administration include Eucommia leaves in medicine-food homology management.
He spoke with frontline data: Eucommia leaves can be harvested three years after planting; improved varieties increase yield by 5 kg per tree; output value can reach RMB 5,760 per mu; and Hunan has 33,634 hectares of Eucommia resources. This proposal joined forces with Deputy Yuan Zhongxue's Eucommia rubber proposal that year and the Eucommia industry alliance's application efforts. In 2023, Eucommia leaves were finally formally included in the medicine-food homology catalog, vindicating his foresight.
